The protocity depends on no. of protons i.e. H+ ion liberated by the molecules, and since the hydrogen atom attached to the P-atom is not acidic in aqeous medium so the acidity depends on only those H-atoms which are attached by O-H bonds to the hypophosphorous acid.Since the structure of the acid explains that there is only one P-OH bond in the compound so it can liberate only one proton and so it is monoprotic acid.
