Xerophytes are desert plats.So they do not have sufficient water at their disposal. So a thicm waxy layer called cuticle covers the epidemis, to prevent water from evaporating from the palisade mesophyll layer.

Xerophytes are the plants that grow in desert conditions i.e.they grow in extreme heat conditions ....so there's a scarcity of water hence they need to store water without losing it in the process of transpiration...

In order to reduce transpiration ,the epidermis of xerophytes are covered with thick cutile...
