The reason is in halo alkanes the CX Bond is strong and polar in nature and can undergo Sn1 and Sn2 reaction easily.

but in halo arenes the CX Bond length is short and it is difficult to transfer the electron to the ring and hence they do not undergo or are less reactive towards neuclophilic reaction
