Well, the possible answer is " Humans"
Generally most of the animals can see in the night but their range of night vision varies some can see less in night and some can see more. But usually all have the capacity of seeing at night.
But some are there like the blind animals that ( cave fish etc) that can't see due to being completely blind

The seeing capacity at night actually depend upon rods cells in the eye as the humans have less rod cells in retina so they are less able to see in the darkness.

Most of the animals that are not nocturnal cannot see at night or in complete darkness. Cats and Humans are the best examples.

This is because cats and Humans do not have the specific rods that carry Rhodopsin in the eyes that help in night vision.

However, these animals can see in semi-darkness. Rhodopsin in the human rods is insensitive to the longer red wavelengths. Therefore, many people use red light to help preserve night vision. However, this is not possible in species with color-blindness.
