Haloarenes are very much less reactive than haloalkanes towards nucleophilic substitution reactions. The lone pair of halogen atom is delocalized in the phenyl ring and development of partial double bond character in C—X bond,making it more strong. But no such resonance possible in case of saturated halo-alkanes.

Aryl halides are less reactive towards nucleophilic substitution reaction as compared to alkyl halides due to resonance stabilization. Due to resonance, C−Cl bond acquires partial double bond character and becomes shorter and stronger and cannot be easily replaced by nucleophiles.
