As soon as the commander gave the orders, the subordinates came out.

Here in this sentence hardly is followed by when.

When we start a sentence with as soon as, the the tense of the sentence changes irrespective of it's meaning. The first part of the sentence will change whereas the second part remains as the previous sentence.
