Answer:
technically he can proceed in the elections
but according to me he is not eligible to attend the elections because with all these qualities he must be well educated and should know every corner of India and should have a detailed analysis about the illegal activities and other problems like poverty etc...
and most importantly he should be loyal and honest to his/her profession and to the voters too

Answer:
Harshmohan is now no more eligible for the Lok Sabha contest as -
1) Whatever, he has done is a crime and our constitution does not allows such criminals to be elected as the meaning of democracy will be changed...
2) He was involved in domestic violence and bribes which is punishable by the Indian Constitution...
3) The countries can take advantage of these type of people if they become ministers when they need to destroy the peace, harmony and privilege of our country...
4) He holds a office of profit (illegal) and under the government which clearly states that the circumstances and the criteria for election is diminished as to become a member of Lok sabha the eligiblity criteria says that the person must not hold any type of office of profit (either legal or illegal) under the government...
The above reasons clarifies that he will be disqualified before the elections..
