Hi Friend,
Here is your answer,
There aren’t two flags of England. There’s the flag of St George which is the flag of England. The Union Flag is made up of the flag of St George, St Andrew’s flag and St Patrick’s Saltire. So the Union flag incorporates the flags of three out of the four nations in the Union (England, Scotland and Northern Ireland) the only country’s flag left out is Wale’s.
Hope it helps you!

My friend ;
You are confusing England with the U.K. This is the British (UK) flag - it represents England, Scotland, Wales and Northern Ireland.
Only British(U.K) flag comprises three flags
They are
$ English flag
$ Scottish flag and
$ Old Irish flag
