Civil service posts are grouped into distinct homogeneous cadres under a common Service named on the basis of specific functions attached to the posts in question. There are two things:
Area specific cadre i.e. allocation of State to the officers. Based on Cadre Allocation Policy(2008), it is required to maintain insider to outsider ratio of 1:2 in a State. But, there has been a reluctance on the part of candidates from outside North-East to serve in that region. Also, North-Eastern states have smaller cadres and chances of an insider vacancy becomes remote.
Function specific cadre i.e. allotment of Services to the officers. The system of cadre-based civil services was envisioned to develop a professional cadre of civil servants in different functional areas, inculcation of certain public service values and espirit-de-corps to help in nation building. However, coupled with excessive job security, it has led to a sense of complacency and lack of accountability amongst civil servants.
Hence, it can be argued that cadre-based civil services has been one of the causes of inequitable and slow pace of reforms in India. In this context, 2nd Administrative Reforms Commission recommendedfollowing measures:
At least one vacancy in North-Eastern states should be allotted to a successful candidate domiciled therein.
Lateral entry for selected posts should be allowed after 25 years of service based on open competition.
For every service cadre, a system of annual scrutiny of performance should be there and inefficient, non-performing officials must be weeded out at some stage.
