These big landlords are found in those states where land reforms weren't implemented. Bihar is one of such states.

But recent trends show that the average size of land holdings is decreasing in India. Agriculture becoming less rewarding and people are not dependent only on agriculture. All these factors make big landlords irrelevant in present time. Instead of getting into complex legal issues, Our policies should focus on more income generating opportunities for rural India.
