The water acts as a reflector and so it reflects the sky

the image is a mirage of water refractive index increases with height so light takes a curved path as it goes downward and reaches the eye of observer by suffering refraction and this rays appears to the observer as the image of sky which is reflected, this is due to total internal reflection.hence we fell the illusion of water being present on earth substratum.
