HCF means highest common factor of both the numbers. So both numbers have a common '14' in them.

If we assume a,b as our numbers, '14' being common in them, we can visualize it as:  14a, 14b

LCM contains the HCF too.

Since LCM is 42 and HCF is 14, we can write:

LCM (a,b) = 14*3

14 being common to both the numbers, (a,b) can be: 1*14 , 3*14

Hence the ratio of largest to smallest is: 3*14 : 1*14 = 3:1

Answer = 3:1
