He climbed on the ladder ....on may be the correct answer..

Out of the given options the correct option is 'on'.

The best options with climb are usually 'up' or 'down'. This sentence 'He climbed on the ladder will mean 'He' just got on to the ladder; but did not start going up or ascending it. However, if there would have been option 'up', it would have meant 'He' started ascending the ladder.
