There are many countries that have not sent any astronauts into the space due to reasons like money (since spacecrafts are expensive), competing priorities, and due to lack of access to technology.

The United States of America, USSR, India, Japan, China, and Europe have sent their astronauts for manned missions to the moon and into the space.
