Neither would he eat nor would he let others eat.

If only ONE article i.e. a conjunction can be used, then:

He wouldn’t eat nor would he let others eat.

“Nor” doesn’t necessarily have to appear in a sentence with the word “neither.” It is possible to combine two negative ideas into one sentence and then start the second part with “nor”, like how I did in the latter.
