As per the law, when the air is hot then it rises up and cold air takes its place by setting down.
Hence, the heater is placed on the ground because the head will be able to move at the uniform rate making the room warm.
Similarly, the fans or air conditioners are placed above because they cool down the air that is present upwards which then shifted towards the floor and the hot air replaces it making the room cool.
