because its outermost shell is completely filled...and is inert .... in the K shell the total elecrons that can be accomodated is 2 .......for helium the elctronic confrigution is = 2....hence it doesn't require to gain or loose any electron to become inert

As we know that no of electrons that can be accommodated in the first shell is only 2. Helium has 2 electron in its first that is its one and only shell. Its valency is not 2 because it has achieved the noble configuration and it need not to give and receive electrons. So its valency is not 2.
