Interesting question. 

The prisoners who are given the specific penalty,are prisoners who have committed a horrendous unacceptable, inhuman crime, so it makes sense that they should be hanged before the birth of the day.,i.e, sunrise. 
Also since the act is being performed by a human to the human, i.e, death...it seems reasonable enough to perform it at the dead hours.
