India and Pakistan divided on August 15th 1947. The states and territories which are under British rule were accomplished to both countries under Lord Moutbatten administration. They divided the India to three divisions - India, West Pakistan (Pakistan), East Pakistan (Bangladesh). Jammu and Kashmir, Hyderabad, Mysore, Banares were individual states at that time. So all the territories joined India under various agreements. But, Nepal is not a part of British India. In 1815, British tried to annex Nepal and declared war against them. This led to Anglo Nepal war in 1815- 1816, the British who underestimated them are not able to control the whole Nepal. The treaty of Sugauli is made and Nepal lost it's 1/3rd of it's land and present Nepal Kingdom is formed. During China invasion of Tibet, India supported Nepal King to counterbalance the threat from China. India supported Nepal so many times but didn't annex it and even today there is no Visa or Checking between India and Nepal at the boder. And also Nepal is not a part of British India, so Lord Mountbatten didn't mention Nepal during partition. So, Nepal formed as separate country.
