Atoms combine together to complete their OCTET and become stable In the outermost shell, the atom should have eight electrons to become stable and in case of 1st shell there should be 2 electrons for the same.And the combining capacity of an element is called it’s valency.
When the octet of an atom is incomplete, the atom gains or loses some electrons to form bonds with other atoms, forming anions and cations respectively.
