1) Prudential

2) Moral

2️⃣Moral reason emphasis the very act of power sharing as valuable

⭐Features of Federalism ⭐


1️⃣ There are two or more levels of government

2️⃣ Different tiers of government govern the same citizens, but each tier has its own jurisdiction in specific matter of legislation , texation and administration

3️⃣ The fundamental provision of the Constitution cannot be unilaterally change by one level of government . Such change required the consent (permission) of both the level of government. .

Power sharing is a political policy in which governing power is divided between different levels on different basis.

Different from of power sharing are:

(i) Power is shared among different levels of government, such as center, state or local government.

(ii) Power is shared among different organs of government, such as executive, legislature, judiciary.

(iii) Power is shared among different social groups, such as linguistic or social group.

(iv) Power is shared among political parties, pressure groups and movement.

Majoritarianism : It is a belief that majority in a country is superior, can rule the country and make the rule of their own need.

Sri Lanka : In 1956, an act was passed to recognize Sinhala as the only Official langua, thus disregarding Tamil. The government followed preferential policies that favoured Sinhala applicants for university positions and government jobs. A new constitution stipulated that the state shall protect and foster Buddhism.

Belgium : Between 1970 and 1993 the following amendments are done to reduce majoritarianism.

(i) Dutch and french speaking people have equal number of representatives in central government.

(ii) Many powers of center government have been given to states government.

(iii) Brussels has a separate government which the both communities have equal representation.

(iv) There should be a separate community government as a third level of government.
