There are a couple of things going on, but the primary effect is due to Newton's First Law:

A body at rest will remain at rest unless acted upon by a force. A body in uniform motion will remain in uniform motion unless acted upon by a force.

Let's suppose you hang the carpet over a clothesline. When you hit the carpet with the stick, you are applying a force that causes the carpet to move. You are not applying a force to the dust, so it remains at rest where it was while the carpet moves away. The dust then falls or is carried off by the wind. There is a little static friction holding the dust to the carpet, but if you hit the carpet hard enough, it will overcome the friction and the carpet will move away from the dust.
