* Construct 90 degrees at A and extend the line.

* Measure 3.5 and cut an arc in the extended line and name the point as X.

* Construct 90 degrees at point X.

* Extend the line and it is the line p.

So now we got two line l and p and they are parallel to each other with a distance of 3.5 cm.
