(1) draw the given given circle with radius 4cm.name it as AP
(2) now draw the perpendicular bisector of AP. draw a line through the intersection point. name it as "M"
(3) now take the width of MA and then compass tip at M draw a circle cutting the given circle at two distinct point name the cutting point as 'F' and 'E'.
now draw tangent from point P so that to join F and E

• Take point 'p' on the circle.
• Keep the compass / rounder on point 'p'
• take some distance and draw arc on both side
• place the compass / rounder on the arc and draw two arc on upper side by placing the compass / rounder on both arc
• and same on lower side as shown in the attachment
