Herbert Hoover provided some federal help to bankers in order to give loans to people. He created Reconstruction Finance Corporation to help to save the banking system.

He did not believe in direct federal aid to people as he believed it would make people lethargic and dependent on government. He created President's Organisation of Unemployment Relief which assisted the state and private relief agencies like Red Cross, Salvation Army, YMCA, and Community Chest etc to help the poor.
