a. There are more than 1 level of the government where the decision has to be agreed.

b. Democracy being a majority's rule, there must a majority agreement for the decision which takes time.

2. The responsibility of Disaster Management lies with both central and state government. Any Government plays very important role in Disaster Management, however nature of disaster decide the course of action and required assistance-

Government helps in Capacity building to fight the disaster.

Government provide immediate response in case of disaster.

Government secure the resources availability in case of disaster
