Explain any four/five key features of federalism which have been incorporated in the Indian Constitution. Mention any five main features which make India a federal country.
Ans. Five main features which make India a federal country are given below
(i) Administration of subjects which are of national
importance and require uniformity in administration are given in the hands of the Central Government, while subjects of the local importance or day-to-day administration are given to the states.
(ii) Both these levels of governments enjoy their power independent of each other. Such a system exists in India, USA etc.
(iii) The fundamental provisions of the Constitution cannot be unilaterally changed by one level of government. Such changes require the consent of both the levels of government.
(iv) The federal system has dual objectives—to safeguard and promote unity of the country, while at the same time accommodate regional diversity.
(v) Sources of revenue for each level of government are clearly specified to ensure its financial autonomy.

Key features of federalism:

• There is 2 or more tiers/levels of government.
• Each level of government governs the same citizens but each has its own jurisdiction.
• The Indian constitution has clearly laid out the fundamental powers of the different levels of the government.
• The fundamental provisions of the constitution cannot be changed by any one level of government unilaterally.
• Such a change requires the consent of both the levels of the government.
• The highest court acts as an umpire if dispute arises between the different levels of government.
• The courts have the power to interpret the powers and provisions of the constitution.
• The constitution also prescribes the type of revenue for each of the level of the government to ensure its financial autonomy.

Thus the federalism has dual objectives:
• Accommodating regional diversity.
• Promoting the unity of the country.
