When salt particles are mixed to water, they take place between the water particles till all the places between water particles get occupied. If we continue adding salt after all places occupied, then it settled down at the bottom.

water can dissolve salt because the +(ve) part of water molecules attracts the -(ve) chloride ions and the negative part of water molecules attracts the +(ve) sodium ions.
