More than the illiterates in rural areas, it is the educated middle and upper class who do not cooperate with the census and other surveys. Some people do not even allow access to the house by the enumerators, let alone giving accurate answers.

bcz they dont now the importance of education . and they also wnt to save there money. thatswhy they dont send there child to school.
