no it is not true taht fig with equal areas are congruent. take an example, an equilateral triangle with side 8√3 has area 6units and a right angled triangle with sides 3,4,5 has area 6 units but they are not congruent

All congruent fig. hv equal area but not all fig. that hv equal areas are congruent.
For eg:
ABC is a triangle in which pts X and Y are on sides AB and AC.XY divides the triangle into 2 equal parts.
This does'nt mean that the 2 parts are congruent ie., one is a triangle (AXY) and other a quadrilateral (BCYX)
