A constitution is a set of fundamental principles or established precedents according to which a state or other organization is governed. These rules together make up, i.e. constitute, what the entity is.

If it has to pass the Constitution text does not mean that it is written base off of the Constitution a statue relating to emission from cars cannot be written base off of the Constitution since the Constitution does not mention cars . But all laws written by the government must not violate the Constitution because thats what the Constitution is therefore to govern the government i can do many things within my car that it is no way relate to traffic car
