Atoms are the smallest particles which take part in a chemical reaction. They may or may not exist independently.
A molecule is the smallest particle which can exist independently.
Both are smallest particles by different criteria, so don't get confused if they ask the smallest particle. Look for keywords like independent existance, or chemical reaction.

The basic unit of matter is the atom. It is the smallest particle of an element which can take part in chemical reactions and may or may not exist separately. It consists of sub-atomic particles, i.e., protons, neutrons and electrons.
