During the 1905 revolution, Tsar allowed the creation of Duma. For a brief while during the revolution, there existed a large number of trade unions and factory commities made up of workers. After 1905, most committees and unions worked unofficially, since they were declared illegal. Severe restrictions were place on political party. Tsar dismissed the first Duma within 75 days and the re-elected second Duma within 3 months. He did not want any questioning of his authority or reduction in his power. He changed the voting laws and packed the third Duma with conservative politicians. Liberals and revolutionaries were kept out.

- The State Duma is elected on a single election day for a term of five years, with parallel voting that was used between 1993 and 2003. Out of 450 seats, 225 are elected by proportional representation from party lists with a 5% electoral threshold, the whole country forming a single constituency.
