Electronegativity is the ability of an atom to attract electrons in a covalent bond.

 

There are different approaches to measuring it but the most accepted is the Pauling electronegativity which is based on bond enthalpies. The problem with this scale is that is different for different oxidation states.  

 

We find the most electronegative elements at the top right of the periodic table (Noble gases excepted) and it generally decreases down a group.

 

Electronegativity differences are a guide to bond polarity.

If atoms bonded together have the same electronegativity, the shared electrons will be equally shared. If the electrons of a bond are more attracted to one of the atoms (because it is more electronegative), the electrons will be unequally shared.
