What are the different forms of power sharing in modern democracies? Give an example of each of these.

Forms of power sharing are :

1. Vertical power sharing - Legislative, Judiciary and executive.

2. Horizontal power sharing - Central, State and local government.

3. Among different pressure groups - women unions, labour's unions.

4. Among different political groups - BJP, Congress, etc.......

Power Sharing in modern democracy is totally based on different organs of government.

1- Vertical distribution of power sharing -

In this form power is shared at the different levels of government depending upon different aspects. Different levels of government are -

Central government ( a general government for the entire nation )State government ( a government at the constituent units )Local government (like municipalities and panchayats)

2- Horizontal distribution of power sharing

In this form power is assigned by the Constitution among different organs of government.

For example in our country as per the constitution power is assigned by the constitution for 3 organs of government they are Legislature, Executive and Judiciary.

Among all the distributions Horizontal distribution is the best and partial too because it allows different organs of government placed at the same level to excercise different powers. Hence this distribution ensures separation of powers among the organs at the same level. In the horizontal distribution none of the organ of government can excercise unlimited power as each organ checks the others . In order to maintain balance in the system each organ check out the working of others.

3- Power Sharing among Different Social Groups -

Power can also be shared among social groups such as religious and linguistic groups. The best example for this is the Community Government in Belgium.As far as our country is concerned some legal as well as constitutional arrangements are doing such a remarkable job. By these arrangements people from the socially backward areas are coming to the administration as well as legislatures.In order to provide equal power sharing and in order to eliminate the feeling of “socially disoriented” among the people in society ;Our constitution has very crystal clear or we can say equal power arrangments like having reserved constituencies in state assemblies as well as in the parliament.

4- Power Sharing among Political Parties, Pressure Groups and Movements-

Constitution provides a right to vote. It provides the citizens a freedom to choose their political leaders. They can exercise their vote during the elections. Elections provides competition among the candidates , the battle between them is decided by each and every vote of the citizens. Thus such competition in our country ensures that sharing of power is equal. It is not always in the hand of a single person or a single party. Other than that power is also shared among different political parties which have different political ideologies . Power sharing can be done by means of a coalition government like when two or more parties form an alliance to contest elections together. So this kind of sharing can be termed as Direct sharing. Power sharing among the parties in coalition based on their respective understandings it can vary place to place and party to party. Indirectly power can also be shared because of the existence of different pressure groups . They will also have an indirect share in government power in different manner either through direct participation in the going government or bringing influence on the decision making process.
