▶ This is obviously a redox reaction in which chlorine is acting as an oxidising agent.

Here is your answer...

Chlorine as an oxidizing agent :

▶ Cl2 + 2 I ===> 2 Cl + I2

When chloride and iodide ions are added, chlorine gained electron while iodide lose electrons.

Chlorine as reducing agent :

▶ Chlorine doesn't act as a reducing agent because it's outermost shell needs only one electron and so it oxidizes itself therfore it is an oxidizing agent.
