for the potential difference between B&D to be zero it must be a Wheatstone bridge that is..
(AB)/(AD)=(BC)/(DC)
resistance of the section AB is 21ohm
Resistance of the section AD=18ohm
Resistance of the section DC=6ohm
so let the resistance of the section BC be y
now, as per the required conditions,
21/18=y/6
=>x=7ohm...
now the resistance of the section BC =7ohm
=>(x×8)/(x+8)+3=7
=>8x/(x+8)=4
=>8x=4x+32
=>4x=32
=>x=8ohm
