Let numerator be X

Denominator be Y

when numerator is increased by 100% , it becomes X+X

When denominator increased by 200% ,it becomes 2Y+Y

so from the question (x + x)/(2y + y) = 4/21

=> 2x/3y = 4/21

=> x/y = 42/12

=> x/y = 7/2
