(b) If he again keeps his cycle in open , then there are chances of getting rusted again.

(a) Rusting of iron means the reaction between iron and moisture to form Ferrous Oxide(Reddish-brown colour), This coating gets coated on the iron object and gets due to exposure of water and air.
