So while a lot of people aren't high 30's/40 yet, a lot of the people that are have got a pretty impressive collection of raid battlers. Tyranitars, Machamps, Golems and the like. And these people are often doing raids for more Tyranitars and Machamps only to send them to the professor because they're "only" 13/15/12" or something, making them completely useless to you.
But there are likely plenty of people in your community who aren't able to do a whole lot to help the group (including YOU) when it comes to raid battles cause they're relatively new to the game and so just go in with whatever the game recommends, or their highest CP pokemon like Rapidash etc.
Now you're gonna transfer these Pokemon anyways, why not trade them to a local. Quite a few of us recently replaced a bunch of our old Golems for Smack Down Tyranitars, and many of us are getting 2-3 new level 20/25 Machamps every week that aren't better than our current roster and as such are destined for the shredder. Those Machamps could do a whole loot to boost the damage output of a low level trainer, even if they just serve as temporary battlers till they eventually replace them. I know I would rather have a mid 20's player join in against the Regis with a bunch of level 20/25 Machamps than with Aggrons and Dewgons
Also there are plenty of things like Machop and Geodude that become awesome gym attackers and can spawn at mid 30's levels when weather boosted. You're just gonna send them to the Prof anyways. Why not evolve them for the XP and then trade them to a lowbie (Saves them 25 candy too!) and help your community get stronger?
Lets be honest here. Keeping low level people week isn't gonna stop them taking down your gym if they want, and having them put the things you trade them in gyms isn't gonna make it any harder to take down, so there is no real downside to helping them get stronger. Plus, they might trade you a Magikarp or something which you can transfer instead and get good candy.
