YES THIS STATEMENT IS TRUE ,, IF YOU KNOW THAT THE ELECTRONS ARE BOUNDED TO ONLY ORBIT IN THEIR RESPECTED ORBITS THUS THEY ARE FREE BUT BECAUSE OF NUCLEAR CHARGE ON THEM ( THE FORCE POSSESSED BY NUCLEUS) THEY FEEL A FORCE TOWARDS NUCLEUS SO THEY AE BOUNDED AND ALSO BOUNDED TO ORBIT OBLY IN THEIR RESPECTED ORBITS SO WE CAN SAY THAT " ELECTRONS ARE HELD IN FREE AND FAIR MANNER "
