They use the hood so no one sees the persons face...
The weight of the body pulling on the neck distorts the face. To reduce the chance of sudden shock for people around the victim. While hanging, their tongue will come out and facial expressions may make others to feel sad for them. To reduce such incidents and to avoid discomfort, they are covered with black cloth. Clothes of other colour may give chance to see that victim’s face.
