Yes HL is more stronger then HF because hydrogen ion is actuvely released in HL in any aqueous medium then from in HF.

The difference in Size play a key role two as it decreases ionization enthalpy + ∆h in short intermolecular attraction weakens more readily

Yes ,because The size of iodine is much bigger than fluorine ,and due to less interelctronic repulsions in iodine it can easily break bonds and release H+ ions. Moreover the bond length of HI is also greater than HF which means the bond between H and I will be broken easily.
