Helium has two electrons in its energy shell, while argon and neon have 8 electrons in their valence shells. As these have maximum number of electrons in their valence shells, they do not have any tendency to combine with other elements. Hence, they have a valency equal to zero.

Valency is defined as the no of outer shell electrons that take part in a chemical bond or simply a bond with another atom molecule or compound or any other chemical species..

This bonding arises due to the tendency to get octet i.e. to get 8 electrons in valence shell.

Helium ,Neon Argon are noble gases so they have octet configuration in valence shell.

They don't participate in bonding.

therefore their valency is 0.
