Why isn't there democracy in every country of the world?

Democracy simple means people choose their leaders. If the people are mostly religious or ethnic conservatives who base their identity on looking down on others that will hardly prevent war. It doesn't even guarantee freedom but works best with more freedom rather than less.
Working with natural human tribalism rather than thinking we can eliminate it would also be needed. Diversity (which everyone harps on about these days) dictates a wide variety of human ethnicities and cultures around the world - but this would have to be put in a framework of raising our children to always seek commonality first, and eliminate or greatly reform some religions and cultures which still perpetuate deep divisions - looking down on people for eating different food, dressing differently or simply choosing a different belief or disbelief.
There are other key areas which prevent the chance of war. Emancipation of women and population control (there really should be a 2-3 child per woman global policy in this day and age where most survive childbirth and childhood and diseases that killed hundreds of thousands just a century ago are all by eliminated).
Many of these things go against deep seated religious and cultural 'values' which are increasingly used to excuse immoral business practises, subjugation of people by gender or sexual orientation and power structures that are one sided.
AT LAST,I WANT TO CONCLUDE BY SAYING
nearly half of the 165 countries in the Economist Intelligence Unit's Democracy Index are democracies of one sort or another, only 19 are considered “full democracies” – seven fewer than in 2006.
