The referendum has to offer a real range of democratic options. So people should be able to use this option if they want to remove the existing authorities.

The election process should be conducted in a free and fair manner and should give people from all walks of life the opportunity to actually choose their representatives.

They should be given the freedom of choice most non-democracies also hold elections, which do not really express the general will of the citizens.
