We know that latitudes are equidistant from each other, but Distance between longitudes decreases as one moves from equator to poles. Therefore, the east west extent that longitudinal appears to be smaller than the north south or latitudinal extent!

It is same because

This happens due to the fact that as we move towards the poles, the extent between two longitudes decreases. That means that they come closer and closer. This however doesn't happens with the latitudes. Therefore, though the numerical differences between the latitudes and the longitudes of India is same, the North-south extent appears larger.

Hope it helps!!
