we know that the horse is tied to a corner. hence whatever part it is covering will be one fourth of a circle. 
so, if we take 14 as radius.
   1/4    of   (area)units
= 1/4     of   (22/7 x 14 x 14)m
= (1/4   of   616)m
=  154 m
