Here build is the verb.
Passive voice is : House is being built.
Passive voice is : House is being built.

u can say: house is being built by someone. But why add: "by some one", when it is not there in the given sentence.

No Passive Voice. The given sentence is House is building. This cannot be changed into Passive Voice because there is no object in the sentence.
