I think life is rather abundant … perhaps found on many planets that are in similar circumstances as Earth … liquid water with oceans, reasonable temps, quiet volcanic activity, etc. Intelligent life is perhaps quite rare. Just look how much luck was involved in our planet evolving intelligent life, including a big rock hittting at the right time to remove the large dinosaurs and allowing smaller mammals to thrive. So I’d be happy to agree to 1 intelligent civilization per galaxy … so that means … about a TRILLION places where intelligent life has evolved assuming a trillion galaxies in the universe. But also, is a universe this large, rare events happen all the time, so it may be a couple of planets per galaxy lucky enough to evolve intelligent life capable of things like radio astronomy, space flight, computer technology and more.
